Relevant services provided information on support for the most socially vulnerable citizens and those in need of special support at the request of the President

The information presented to the President indicates that 93332 people in Pridnestrovie receive a labor pension (the average amount is 1709 rubles), and 3888 receive a social pension. 42809 residents of Pridnestrovie receive a Russian pension. All payments are made on time and in full.

146 elderly people or people with special needs not related to mental disorders live in residential care in three social institutions – in Tiraspol, Pervomaysk, and Voronkovo. There are boarding schools in Tiraspol and Bendery for adults with mental or neurological illnesses (with a total of approximately 700 residents). Home-based social assistance is provided by staff from seven municipal organizations. 2444 elderly and people with special needs living alone have used the service this year, half of whom received it free of charge. The cost of home care for those who request it varies from 60 to 234 rubles per month in different regions of the republic.

Fifty children with special needs who require constant, specialized care due to their health conditions receive 24-hour care at the Bendery Rehabilitation Center. Day care centers for children with special needs are located in Tiraspol, Bendery, Dubossary, and Chobruchi. The total number is 127. Additionally, 42 children completed a two-week rehabilitation course at the inpatient facility of the Municipal Unitary Enterprise "Center for Social and Psychological Rehabilitation of Children with Special Needs" (Dubossary) this year.

Free prosthetics are provided throughout the republic. The state spent 6.8 million rubles on these purposes during the reporting period. 24 persons were covered, including disabled veterans and children this year. Provision of prosthetic and orthopedic devices, hearing aids, and special mobility aids is also legally mandated. More than 1500 units were issued in 2025. 205 people received manual wheelchairs, and 54 received electric wheelchairs. 154 hearing aids, 199 breast implants, 9 therapeutic bandages, 13 corsets, 148 pairs of crutches, 65 canes, 72 walkers, 197 chairs with sanitary facilities, 30 pairs of vision correction glasses, 14 pairs of orthopedic shoes, 197 anti-bedsore mattresses, and 161 anti-bedsore pillows were distributed.

Particular attention is being paid to the rehabilitation of people with special needs through their involvement in sports. Rehabilitation and sports centers have been established throughout the republic. Both amateur and professional parasports are developing. Twenty athletes with disabilities, recognized as the most successful in 2024, receive a monthly state stipend of 450000 rubles. The Republican Sports Rehabilitation and Recovery Center has organized and hosted 22 adult sports events of various levels: ten official PMR championships, seven sports festivals, four national tournaments, and one qualifying tournament. A total of 680 people participated in these events. Additionally, 153 adult athletes from the Republican Sports Rehabilitation and Recovery Center for persons with special needs participated in 52 traveling competitions at the municipal, national, and international levels during the 12 months of 2025. They also participated in competitions as part of national teams from other countries. The trips covered Russia, Moldova, Singapore, Italy, France, Ireland, Spain, India, the Czech Republic, Kazakhstan, China, Turkey, and Switzerland. Ten gold medals, nine silver medals, and one bronze medal were won. The Republican Sports Rehabilitation and Recovery Center for the persons with special needs held a Spartakiad for special schools and five Pridnestrovian Moldavian championships for children with disabilities: swimming, mini-football, track and field, checkers, and table tennis. The events reached 308 people. Total funding for the program amounted to 216000 rubles.

Significant work is being done to socialize citizens with disabilities, including engaging them in cultural and educational activities. Specialized libraries operate in Tiraspol, Bendery, and Rybnitsa. Their staff organized 113 events, attended by nearly 2000 people, including 243 children. The collection of library, comprised of both classically published books and Braille and audiobooks, is also in demand.

Based on the information provided, several recommendations and presidential directives have been issued.

A working meeting of the heads of government agencies involved in combating economic crimes was held at the presidential executive office. The discussion was organized by the PMR President at the initiative of the Chairman of the PMR Supreme Court.
