Ministry of Digital Development, Communications, and Mass Media: 5 Years of Productive Work

The Ministry of Digital Development, Communications, and Mass Media has been operating in its current capacity for exactly five years. Officially established on December 31, 2020, the agency combines three key areas, each of them has seen significant progress over the past period. The minister briefed the President on this year's achievements. Alexander Dimitroglo reported that information systems, including the PMR Public Services Portal, Interdepartmental Electronic Document Management, Electronic Payments, and State Land Cadastre, saw active development during the reporting period. For example, 21 new entities were connected to the Interdepartmental Electronic Document Management System over the past year: the State Supervision Service of the Ministry of Justice, state university, public education departments, and hospitals in the republic's cities and districts. The Public Services Portal has been expanded (five additional options for the Ministry of Justice), and the service delivery process has been streamlined. 3907 users have registered with this system over the past year, providing 2668 free services and 9709 paid services. A new project is the "Food Automation" information system. It has been launched in pilot mode in Bendery. The "Appointment Booking" software product is being improved. Work has begun on the future "Identification and Authentication System". Increased attention is being paid to the digitalization of healthcare. This is the presidential instruction. Work is currently underway on the second block of the "Electronic Healthcare of the PMR" system. New technologies are being tested in clinics.

Another area in which work has been intensified at the insistence of Vadim Krasnoselsky is the creation of the State Land Cadastre of the PMR. The corresponding information system is being populated. Currently, the boundaries of Dubossary and Kamenka have been defined, described, and established. Equally important is the integration of the cadastre with the address classifier, ensuring the accuracy and uniformity of address registration. The Electronic Payments system is in high demand. Nearly 213000 payment documents worth approximately 40 million rubles were processed through it over the course of the year. 731 users are registered currently.

The "State Electronic Mail of the PMR," designed to ensure not only the convenience of information exchange but also the confidentiality, integrity, and security of data, currently unites 38 agencies. 447 mailboxes have been created.

The "Post of Pridnestrovie" State Unitary Enterprise has launched and is actively developing a "hybrid mail" project for the Ministry of Internal Affairs of the PMR.

He spoke about lectures, seminars, roundtables, open lessons, and forums held. While reporting on the implementation of state information policy, he focused on ensuring interaction between the media and government agencies. An example of effective collaboration was the prompt dissemination of information to the public during the energy crisis. Media outlets devoted 229 reports to the efficiency of using equipment for generating electricity from renewable sources in addition to reports and alerts. 730 informational and 115 popular science materials were prepared as part of the Year of the Pridnestrovian People. More than 400 were dedicated to Pridnestrovian enterprises and entrepreneurs, 205 to labor and employment, 203 to the investment and tourism attractiveness of Pridnestrovie, 687 to family values, and 245 to sports and a healthy lifestyle. Cultural events were actively announced and covered (1251 media reports) to further engage citizens. Alexander Dimitroglo mentioned the informational and Pridnestrovian Historical Portal educational website which has in 2025posted 323 materials. 1454 posts were published on the Portal's messaging apps and social media.

Vadim Krasnoselsky, having reviewed the reporting information, noted the importance of the ministry's ongoing work, encouraged its continuation, and issued a number of recommendations and instructions. Congratulations on the upcoming fifth anniversary and the upcoming New Year and Christmas holidays were conveyed to the staff.
