Report by the PMR Chairman of the Central Election Commission Stanislav Kasap to the PMR President Vadim Krasnoselsky on the progress of the 2025 election campaign:
In accordance with the Constitution and electoral legislation of the Pridnestrovian Moldavian Republic, elections to the Supreme Council, Councils of People's Deputies of cities, districts, villages, and towns, as well as elections for Council Chairmen – heads of village and town administrations – are scheduled for November 30, 2025.
The campaign began on September 3, 2025. Territorial and district election commissions began accepting documents from candidates from that day on.
All necessary information on constituency maps, the addresses of election commissions, and the documents that candidates must submit to election commissions is posted on the Central Election Commission website for the convenience of candidates.
962 candidates had nominated themselves, including 49 candidates for deputy of the Supreme Council of the PMR, 248 candidates for people's deputies of the City and District Councils of People's Deputies, 542 candidates for people's deputies of the Village, Settlement, and Satellite Town Councils of People's Deputies, and 123 candidates for the position of Council Chairman and Head of Village (Settlement) Administration by October 30, 2025.
All applications for nominated candidates had been reviewed as of November 6.
Forty-five candidates have registered for 33 seats in the Supreme Council; three candidates were denied registration, and one candidate withdrew their applications.
235 candidates are vying for 183 seats in the City and District Councils of People's Deputies; three candidates were denied registration, and the rest either withdrew their applications or failed to submit their signature sheets by the end of the day on October 30. A total of 119 candidates have registered for 76 elected positions of village (settlement) council chairmen and heads of administration. Three candidates were denied registration, and one withdrew their applications.
491 candidates will run for 469 village (settlement) council seats.
890 persons totally will run in the elections across the Republic.
Information on registered candidates for the Supreme Council is published in the "Pridnestrovie" newspaper as they register. Information on candidates for local Councils of People's Deputies and for the position of Council chairmen and heads of administration is published in local newspapers and on the official websites of the City and District Councils of People's Deputies.
All candidates have full rights to conduct election campaigning in the forms prescribed by law from the moment of registration.
Registered candidates for the Supreme Council are awarded 15 minutes of airtime on state television and radio, as well as free space in state-owned periodicals – the Pridnestrovie, Gomin, and Adevarul Nistrean newspapers.
Registered candidates for city (district) councils and for the position of council chairperson/head of administration are awarded 5 minutes of airtime on municipal television and radio, as well as free space in municipal print media, as a result of the corresponding draw.
According to information received by the Central Election Commission from regional election commissions, after registration, candidates began actively submitting their printed campaign materials to district and territorial election commissions, which they plan to distribute in their constituencies.
Based on information received from authorized authorities, the Central Electoral Commission (CEC) is updating the voter lists of Pridnestrovie for the upcoming election day. The total number of voters is approximately 395000 according to information as of the latest reporting date.
246 precinct election commissions will begin operating in the republic, where every voter will be able to update their details on the voter lists starting November 19, 2025. Information on the addresses of polling stations and the candidates eligible to vote at a given polling station can be found on the CEC website using the "Find Your Polling Station" interactive service. QR code with a link to this service will be included in election invitations.
From November 24 to November 27, 2025, early voting will begin at territorial election commissions for voters unable to vote on election day, November 30. Early voting will be possible at precinct election commissions on November 28 and 29, 2025.
These commissions have been provided with all necessary equipment, booths, stationary and portable ballot boxes, office supplies, printed materials, and ballots. Video surveillance will be provided at each polling station on election day, from the moment the commission begins its work until the results are tabulated.
The Central Electoral Commission of the PMR notes that the 2025 election campaign is proceeding in a calm, organized, and lawful environment.
No violations that could affect the electoral process have been identified.
The Central Electoral Commission of the PMR continues to monitor and coordinate the activities of election commissions, as well as interact with authorized government agencies, the media, and public organizations.
