Presidential Address: Guidelines for the PMR Supreme Council (transcript)
30 Jan., 2026, 11:56I would like to specifically address the important guidelines for the Supreme Council.
First, I would like to advise Tatyana Dmitrievna (Zalevskaya), Galina Mikhailovna (Antyufeyeva), and Alexander Viktorovich (Korshunov). We have never addressed the issue of professional training for citizens who have expressed a desire and, exercising their right, become deputies of city (district) councils or the Supreme Council for some reason. This requires a special level of knowledge of public administration, laws, lawmaking, regulatory frameworks, the Constitution of the Pridnestrovian Moldavian Republic, and the regulations of the Supreme Council and city (district) councils. Therefore, Tatyana Dmitrievna (Zalevskaya), leadership of the Pridnestrovian State University and the Ministry of Education, I propose creating a center for advanced training for deputies within the relevant faculty. The program is based on public administration and lawmaking. That is, a lecture course. The training can be either in-person or remote. It's up to you to decide whichever is more convenient.
Next. Complete work on a package of legislative initiatives aimed at improving criminal procedure legislation, with the prospect of introducing a new version of the Criminal Procedure Code of the PMR into the legal framework of Pridnestrovie.
Continue working with the government and all relevant agencies to improve legislation to improve road safety. This is a very important issue. People are dying. Please suggest options, respected legislators.
Continue working with the government to refine the Budget Code of Pridnestrovie.
Conduct work to analyze and prepare a draft Concept of Budget and Tax Policy for 2027 and the medium term.
Develop and submit for consideration a new version of the law "On Local Authorities, Local Self-Government, and State Administration in the PMR".
Complete work on a package of legislative initiatives aimed at streamlining public relations in the area of pet ownership and regulating the number of stray dogs. This is a pressing issue; it has been discussed dozens of times. I simply want to hold members of parliament accountable for these decisions. If you make any decisions, base them on facts. For example, they came up with the idea that a dog training center can't be located closer than a kilometer from houses. What was your reasoning? Why not three? Why not a hundred? What are you, experts? There are building codes and regulations, there are sanitary and epidemiological stations. Everything must be justified. Okay, a kilometer. But what about the dog training centers of the Ministry of Internal Affairs, the State Security Service, and the Ministry of State Security? They are located 50 meters from residential areas, and the dogs work with drugs and apprehend criminals. Perhaps the regulations are not sufficiently studied. A law is necessary. As for dogs, the problem cannot be solved without responsibility on the part of owners and the state, represented by state administrations. There is responsibility on the part of owners, and there is responsibility on the part of the administration. Combine these measures in a legislative framework.
Next. In order to preserve and strengthen traditional Pridnestrovian spiritual and moral values, develop an initiative aimed at improving legislation in the area of state youth policy and the education of children and youth.
Let's summarize the above tasks.
The Supreme Council is a complex structure. Local Councils are also complex. Often, even without knowledge, people have intuition. When an initiative comes in, look at it and consider: is it beneficial or harmful? If beneficial, amend it and accept it. If harmful, return it to the initiator for revision. Everything is very simple and to the point. Don't hesitate to learn and invite experts to committees on any issue. A deputy can't know everything. This is something we should strive for, but there are experts in the executive branch and elsewhere. Invite them. The draft law will be professional then.
The next message is to all officials. By the way, "official" is not a swear word. They are trying to discredit, but where do officials come from? Are we ordering these? Is someone bringing them to us? No, this is one family of the Pridnestrovian people. And those who criticize today could become officials themselves tomorrow. Society needs to work on self-education and its cultural code.
Essentially, I can forgive a government official a mistake or if they slack off somewhere. That's life, no one will be punished for it. If I see a negligent attitude toward people through communication, through letters, through ignoring human problems, I will always react sharply. No offense. This applies to everyone: law enforcement, teachers, doctors, and state administrations. Never "kick" people. Always understand the problem as if it were your own. I understand that not everything can be solved, and often people understand this, but they need to see your involvement. That satisfies them. A boorish attitude, a half-hearted approach – that's wrong. Put your ego and pride aside. You need to be closer to the people. Everything will work then. This is the basis of understanding for the Pridnestrovian people.
