Presidential Address, "Political Self-Sufficiency" Block, Tasks for the PMR Investigative Committee (Transcript)

29 Jan., 2026, 17:02

To the Investigative Committee of the PMR. Continue efforts to improve the effectiveness of criminal investigations of economic crimes in order to recover damages caused to the state and citizens during the preliminary investigation stage. We simply need to accumulate experience in investigating economic cases – for the Ministry of Internal Affairs, the Investigative Committee, and the courts in terms of judicial practice. We'll discuss this later.

Continue efforts to reduce the number of criminal cases returned to the prosecutor for further investigation in accordance with Article 191 of the Criminal Procedure Code of the PMR. It should be done in close cooperation with the prosecutor. Ensure proper oversight at the stage of making procedural decisions on referring a case to the prosecutor for approval of the indictment, as well as decisions to terminate or suspend a criminal case. What is the essence of this message? Acquittals. As President, as the highest official obligated to uphold human and civil rights, I do not insist on their absence, under any circumstances. We will be discussing a very interesting issue today. The issue of financial liability for the unlawful deprivation of liberty. Who should bear this responsibility? Further tasks will be set here.

Next. Strengthening oversight of investigators' adherence to reasonable timeframes for criminal investigations. The wording "reasonable timeframe" is vague, but specialists will understand.

Of course, work must be done to improve the professional training and qualifications of staff at the Law Institute in Tiraspol named after Kutuzov. Dear investigators, dear inquiry officers, you must always learn. If you work, you must always learn. I am always learning, even today, I am learning something on my own. For example, I once headed the Bendery Department of Internal Affairs and had two higher education degrees: technical and legal. But we all sat down at our desks at the Tiraspol Law Institute named after Kutuzov twice. Twice. All the militia chiefs, all the deputies. And they were trained. That's absolutely right. These are also indicators of your work in terms of personnel training. This applies to the Investigative Committee, and, by and large, it applies to everyone.
