Ensure energy security in Pridnestrovie through natural monopoly enterprises. Reconstruct dilapidated power supply networks to reduce accidents using modern technologies within the framework of investment programs of specialized enterprises.
Organize efforts to improve the energy efficiency of buildings belonging to organizations and institutions financed from budgets at all levels, especially social facilities in the education, healthcare, and social protection systems. Continue the implementation of alternative power sources. This is important. The situation is changing, and we are at risk. I repeat: all geopolitical problems will impact us. We will not escape it. The consequences will be ours. We must as always be prepared for anything. Of course, use alternative sources. The most readily available resource here is timber. There is, in fact, an abundance of deadwood. Think about this constantly. Stock up on it. Order alternative energy sources from our company, Elektromash, and put them to good use.
Next. Continue implementing government support measures for economic entities through preferential lending for investment purposes under previously issued loans, as well as for entities implementing priority investment projects.
Transition to fully cashless payments through automated fare collection systems on all route categories – urban, suburban, and intercity. Improve the software and functionality of this system.
This issue has a certain public resonance. Why? I'm basing this on the complaints received by citizens addressed to the President. Citizens point out that when boarding a trolleybus, money was debited from their accounts, even though they were eligible for benefits, for example. I admit the system's imperfections, and I admit it's still being tested, but nevertheless, all such isolated complaints must be addressed immediately and the operation of this entire mechanism must be brought into line with the technical specifications. We need it to be fair and transparent, so that people don't suffer because of it, but only benefit.
The next task: Maintain control over the expenditure of Road Fund funds, taking into account the priority of ensuring road safety, as well as quality control over the execution of work on Capital Investment Fund projects.
To the Ministry of Finance
Update the provisions of the law of February 24, 1997, "On the Budget System in the Pridnestrovian Moldavian Republic" to align them with the current realities of the budgetary process.
Work with the Ministry of Economic Development to take legislative measures to enshrine in procurement legislation the maximum amount of advance payments under contracts concluded by state and municipal customers, as well as deadlines for the budget to accept obligations related to the procurement of goods, works, and services. This is also a form of control.
Continue state support and advisory assistance in the tax sphere to economic agents experiencing difficulties in conducting financial and economic activities, including due to unfavorable external factors. As I already said when I set the task for the State Customs Committee: the Ministry of Finance must exercise, in addition to its oversight function, also an advisory one. We must expand this corridor for entrepreneurs. There's no other way. We must support all businesses, from small to large. All of them. People, those who live in Pridnestrovie, must work and pay taxes, support themselves, and have some income. Arm twisting is definitely not an option, but taxes must also be paid fairly.
